Community residents to review proposed liquor license for new gourmet grocery and deli at Sheridan and Chase

Ald. Moore invites you to attend a community meeting to review a proposed packaged goods liquor license for a new gourmet grocery and deli at 7301 N. Sheridan.

The grocery and deli, known as Picnic Wine and Provisions, will be located in the storefront just north of the entrance to the large residential apartment building on the northeast corner of Sheridan and Chase. The storefront most recently was the home of Quest Computer Services.

The owner of Picnic, Rogers Park resident Liz Ahern, plans to sell an array of gourmet grocery items and would like to include a selection of fine wines in her offerings. She also plans to serve appetizers, charcuterie, sandwiches and fondue. Finally, Ms. Ahern plans to host music performances, wine tastings and art openings in the space.

The property is zoned B3-2, which allows for a grocery and deli. A moratorium on the issuance of new packaged liquor licenses on Sheridan from Touhy to Jarvis, however, which prevents the sale of wine and other packaged liquor. In order for Ms. Ahern to apply for a liquor license, the City Council must first adopt an ordinance to remove the moratorium. 

Lifting a moratorium does not automatically entitle an applicant to a liquor license; it simply gives the applicant the right to apply for a license. The applicant still must satisfy the City’s criteria for a liquor license and the application is subject to the approval of the City of Chicago’s Local Liquor Control Commissioner. The opinion of the local alderman and the community may influence the Commissioner’s decision, but the Commissioner retains final authority over whether the license will be issued.

The Liquor Control Commissioner may at her discretion require the applicant to sign a legally binding “Liquor License Plan of Operation,” which places various conditions on the license. Any violation of the agreement may result in the imposition of a fine or a suspension or revocation of the license.

If the City Council were to adopt an ordinance removing the moratorium, it could not be re-imposed for one year.

Ald. Moore will make a final decision on whether to introduce an ordinance in the City Council removing the moratorium after receiving input from those who attend the community meeting or send comments to his office. He encourages everyone to attend the meeting to offer their opinions about the proposal. If you are unable to attend you may email the Alderman, with your thoughts and suggestions.
