The 49th Ward Alderman Joe Moore invites you to attend a community meeting to review proposals to designate Clark Street and the Morse-Glenwood commercial district as "Pedestrian Streets."

A Pedestrian Street, or “P Street” is a special zoning designation that discourages auto-oriented developments on commercial streets and encourages walking, biking, and transit use.

A P-Street designation forbids the creation of new driveways and requires building façades to be adjacent to the sidewalk. The main entrance to any new building must be located on the street itself and at least 60 percent of the street level façade must consist of windows.

Any off-street parking on a P Street must be located behind the building and accessed from the alley. Meanwhile, developers who build on P-Streets near transit stops are eligible to receive an “administrative adjustment” that exempts them from the requirement to provide commercial parking spaces.

In short, the designation ensures that future developments will be pedestrian-friendly and blocks the creation of drive-throughs, strip malls, car dealerships, gas stations, car washes and other businesses that cater to drivers. 

P street designations fall within the concept of “Transit Oriented Development” or “TOD.” This concept aims to create walkable and connected community where people own fewer cars and live closer to jobs, shopping, schools, and other destinations.

The proposed P Street designations are an outgrowth of the Vision Clark Street Master Plan process undertaken last year by the Rogers Park Business Alliance. As a result of this process, Alderman Moore is contemplating an ordinance to designate Clark Street between Touhy Avenue and Albion Avenue as a P Street.

At the recommendation of the 49th Ward Zoning and Land Use Advisory Committee,  Alderman Moore is also contemplating P Street designations for Morse Avenue between Wayne Avenue and Ashland Boulevard and Glenwood Avenue between the alley immediately north of Lunt Avenue and Farwell Avenue.

Before any further consideration of these proposals, Alderman Moore wants to hear from you. These proposals will not move forward without broad community support. 

Patrick Murphey, Acting Zoning Administrator for the City of Chicago, and Jack Swenson, Chair of the 49th Ward Zoning and Land Use Advisory Committee and a former City of Chicago Department of Planning official will be at the community meeting to more fully explain the proposals and solicit community feedback and input.
